Minutes of the Spring Council Meeting
University of Illinois
April 15, 2000

The meeting was called to order by Past President Eric Peterson at 7:00 am. Those attending were Eric Peterson,  Roger Malcolm, Chuck Schulz, Conley Stutz, Jack Mochel, John Askill, Dierk Hofreiter, Curt Hieggelke, Roger Reeves, Howard Balfour, David Cornell, Debbie Lojkutz, Duane Ingram, Gary Wolber, Bruce McCart, Ben Brown, Diane Roth, Kelly Roos, Ann Brandon, Fred Zurheide and David Renneke.

The minutes of the Fall 1999 council meeting were presented and approved. The treasurer's report showed a balance of $2,594.14 as of April 10, 2000.

A motion was made, seconded, and carried that ______ ________ *  be the recipient of the 2000 Distinguished Service Citation to be presented at the 2000 fall meeting.  The name will be added to these minutes after the person receives the award.

Section Representative Conley Stutz discussed the proposed changes of the national AAPT constitution.  In his view the primary changes specify that much of the policy making be shifted from the Council to the Executive Board.  The membership will be asked by mail to vote on the changes.  He recommends voting down the proposal.

Roger Malcolm indicated that he will retire from teaching at the end of next year and that he will need to be replaced at the fall 2000 meeting.

Dave Renneke gave a report on the Guidebook Program for Physics Teacher Education Majors in Illinois colleges and universities.  It was started by Council action on October 25, 1997.  During the three years from 1997-2000, 27 students have received a guidebook from ISAAPT.  This cost the organization $733.30.  These students were from eight schools:  Illinois State (7), Northern Illinois (4), Western Illinois (4), Loyola (2), Augustana (1), Eastern Illinois (4), Lewis (3), and DePaul (2).

A motion was made, seconded, and carried that the Guidebook Program be renewed for three more years.  A task force of three people (Diana Roth, Ann Brandon and Debby Lojkutz) was formed to review the list of available guidebooks.

Fred Zurheide reported that he is beginning to make plans for the fall meeting to be held at SIUE on Oct. 13-14, 2000.  Steve Sanders will give an invited talk on Telecommunications.  Fred will be retiring from teaching at the end of September this year.

Dave Cornell discussed plans for the spring 2001 meeting of ISAAPT at Principia College.  They will have their new observatory open for viewing.  They would like to have several workshops including one for using LabView.

Jack Mochel presented a tentative invitation for the University of Illinois at Urbana-Champaign to serve as host for the ISAAPT spring meeting in 2004.

The meeting was adjourned at 8:05 am.
