Minutes of the Spring Council Meeting
Joliet West High School
April 17, 1999

The meeting was called to order by President Eric Peterson at 7:30 am. Those attending were Carl Wenning, Eric Peterson,  Roger Malcolm, Kathy Qin, Chuck Schulz, Tim Wagner, Narendra Yaggi, Conley Stutz, Jack Mochel, John Askill, Dierk Hofreiter, Curt Hieggelke, Roger Reeves, Howard Balfour, David Cornell, Charles Schultz, Debbie Lojkutz, and David Renneke.

The minutes of the Fall 1998 council meeting were presented and approved. The treasurer's report showed a balance of $2,462.22 as of April 10, 1999.

Our section representative, Conley Stutz reported that the AAPT has just started publishing an electronic version of American Journal of Physics on the Web.  Currently you can access AJP at no charge by visiting ojps.aip.org/ajp.  This free access will end in July.  They are also planning to publish a supplement to AJP called Physics Education Research.

A motion was made, seconded, and carried that Roger Malcolm be the recipient of the 1999 Distinguished Service Citation to be presented at the 1999 fall meeting.

Roger Reeves said that he appreciated having people send him articles and pictures for the newsletter.  There was some discussion of making the newsletter available online, via a PDF file.  This can be done by using the Adobe software that is available at both ISU and Augustana.

Tim Wager announced that in the balloting for the Outstanding High School Physics Teacher Award, there was a tie (which hasn't happened before).  He said that, because of the short notice, neither of them were able to come to the spring meeting at Joliet where they would have received their award.  The Council voted to have corecipients this year with the awards to be given at the fall meeting.  There was consensus that next year we will return to the standard procedure of presenting the award at the spring meeting.

Dave Renneke reported on the success of the "Guidebook Program for Physics Teacher Education Majors". The following 13 students received a welcome letter from Carl Wenning. Dave Renneke included a cover letter and sent each of them one of three guidebooks: 1. String and Sticky Tape Experiments, 2. A Potpourri of Physics Teaching Ideas, 3. A Demonstration Handbook for Physics. The cost of each book was $27.20 so the total cost was $353.60.

About 40 people were in attendance at the 1999 spring meeting at Joliet West High School.  As a result of the online registration before and after the meeting, you may review the list in any of the following forms: name tags | name/address/e-mail | fees.

Jack Mochel announced that the dates for the 2000 spring meeting at the University of Illinois, Urbana-Champaign, have been changed to April 14-15, 2000.  It will be a joint meeting with the Chicago section of AAPT.  It is hoped that there will be some NSF money available to help cover some of the expenses for this meeting.

Concerning  a future meeting at Millikin University, John Askill indicated that they would like to delay it to give sufficient time for them to complete their new science building.  (During the two weeks after the Joliet meeting, arrangements were made between John and Dave Cornell for the two schools, Millikin and Principia, to interchange dates.  Prinicipia College has an ISAAPT meeting on its calendar for April 27-28, 2001 and Millikin will host in the fall of 2002.)  As always, the ISAAPT home page provides an up to date list of upcoming meetings.
